Govan Mbeki Municipality, formerly the Highveld East Local Municipality, is a local municipality within the Gert Sibande District Municipality, in the Mpumalanga province of South Africa. Secunda is the seat of the municipality. It was named after Govan Mbeki, ANC activist.
