The White House Office of Management and Budget on Wednesday rescinded a memo that froze federal grants and loans and created widespread confusion this week.

After widespread confusion, the Trump administration walked back some of its message about a funding freeze on federal grants and loans. The White House said an Office of Management and Budget memo that outlined the pause is no longer in force.

“It's been there for decades. So, we're just going to expand upon the existing migrant center,” Homan said. The base has been used in the past to house Cuban and Haitian migrants and there is a small facility on the Naval base at Guantanamo known as the Migrant Operations Center.
